User Story

As a user I must be able to define 2 ICE users in contacts list so that emergency services can make easier calls to them.

AC1: I want the display only on the passcode lock screen with the emergency call dialer displayed
AC2: I want to be able to call the user directly from this screen
AC3: I want to make this option to call from user controllable by the user
